The permit’s corresponding property appears to match that of 5241-49 N Milwaukee Avenue, whose owners in 2018 had requested a zoning ordinance to convert the zoning designation from B3-1 to B2-3. However, this past proposal listed four total units and eight parking spaces, suggesting that the project scope has since been updated.
