A demolition permit has been issued to remove a two-story multi-unit residence located at 1952 W Morse Avenue in the Rogers Park neighborhood. The permit’s owner has been listed as Ilya Pisarenko. Pisarenko applied to have the property site rezoned to RS-3 designation and split the existing lot into two zoning lots where two single-family residences would be allowed. An earlier permit was also submitted and issued for the removal of an existing coach house on the lot.

The permit’s owner has been listed as the Preservation of Affordable Housing (POAH). The nonprofit developer owns and operates a number of affordable rental apartments in more than a dozen Chicago communities since the inception of the local chapter in 2008.

First Allegiance is the owner behind the multi-unit residential edifice, although plans for the site currently remain unknown. The zoning designation of B3-1 would allow for larger retail storefronts and a maximum height of 38 feet. B3-1’s floor area ratio is 1.2, which permits any structure’s floor area to be 1.2 times the area of the total property.
