Initial Funding Approved For Affordable Development At 4520 S State Street In Grand Boulevard

Renderings have been revealed for the first phase of the Legends South development at 4520 S State Street in Grand Boulevard. Located between W 45th Street and W 46th Street, TIF funding was just approved by the Community Development Commission this week. Leading the efforts are co-developers The Michaels Organization and Brinshore Development.

We originally covered the project’s reveal earlier last year, since then plans for the first phase have been slightly scaled back with LBBA and Brook Architecture being brought on for the design. The revised plans call for a partial build out of the site’s internal private drive, two mixed-use residential structures, and a small plaza.

On the corner with 45th Street will be the larger of the two new buildings, rising four stories in height with a partial saw-tooth design. Adjacent to the corner plaza will be 3,600 square feet of commercial space on the ground floor, joined by a few townhomes next to it. In total the building will have 40 residential units made up of one-, two-, and three-bedroom layouts.

The structure itself will be clad in an orange brick with white and dark-gray metal paneling. To the south will be the second smaller structure rising three stories in height. It will have a U-shaped layout and contain 12 units made up entirely of two-bedroom layouts. This will be clad in a light red brick with similar white and black panel accents.

Overall this first phase will bring 52 units in total, of which 42 will be considered affordable and the rest at market rate. These will all share a 45-vehicle parking lot along the rear access drive. An originally announced nine-unit structure on the southern corner has now been removed from this phase, however it carried a similar aesthetic to its neighbor.

With a total cost of $40 million, the project will be funded through a combination of Tax Credits, notes, private loans, CHA loans, and more. The project will now need further approvals from the city prior to its anticipated December 2024 groundbreaking. With GMA Construction Group onboard as the GC, the project should be complete by mid-2026.

  1. This notion of “affordable housing” in some of these south and west side neighborhoods seems to be unnecessary because, after all, all housing in these areas is affordable by default. Nobody is building million dollar condos down here because there is no demand.

    • Many of us would agree, however there were mandates to replace the former public housing developments that CHA has fumbled to execute since 1999. Much of this is/will be replacement housing. Additionally, the “affordable housing” is usually the housing that is owned by derelict landlords or are poorly managed by larger management companies as part of a larger portfolio. Working families deserve decent and NEW housing, too.

    • And there are million-dollar condos and homes, “down there”

  2. 1,000,000 per unit??!!??

    • That’s a little misleading. First, the math comes closer to $750,000. Second, there is also a commercial unit. Third, they are installing infrastructure for future phases, including the alley. I certainly believe we should look for economies to increase our stock of affordable housing, but it’s not $1,000,000 per unit.

    I’m tired of this affordable spaces and the prices go over 3,000 you have to be a millionaire to be able to pay 3,000 dollars monthly,

    • You don’t have to be anywhere close to a millionaire to afford $3k per month rent, what nonsense are you spewing?

    • Also 60% AMI units (the most common type of affordable units) are capped at $1513 for 2 BRs

  4. The issue with AMI is that it takes the overall Chicago Metropolitan area into consideration versus the median income of that area which varies drastically. According to CMAP’s (Chicago Metropolitan Agency for Planning) July report 35% of the Grand Boulevard’s population has an income of less than $25K and less than 23% of the population has an income of at least $100K which is the bare min needed to afford $3K mortgage/rent.
