Caisson permits were issued this Wednesday for the Park Boulevard Phase 3B development, filed under the address of 41 W 36th Street in Bronzeville. Developed by Stateway Associates LLC, the new construction will comprise of two five-story residential buildings. With the current phase at its southwest corner, the larger Park Boulevard development is set to replace the former Chicago Housing Authority Stateway Gardens housing projects. This masterplan includes a total of 1,316 units spread across both townhomes and apartments.

The two new structures comprising Phase 3B will mirror one another in both design and programming, each set to house 40 residential units and a garage for 35 vehicles. Additional features will include a mailroom and elevator lobby. Within each building, unit layouts will be divided into two studios, 12 one-bedroom units, 25 two-bedroom units, and one three-bedroom unit. Amongst all 80 units, 85 percent will be affordable housing, with four being targeted at those making below 60 percent the area median income, and 64 tailored towards those at the 60 percent threshold for area median income. The remaining 12 units will have standard market rate pricing.

Designed by Johnson and Lee Architects, both of Phase 3B’s buildings will involve a masonry facade with expansive windows and corner balconies.

Beyond the on-site parking, residents have access to various public transit options nearby, the closest of which are stops for Route 29 via a minute-walk east to State & 37th Street. Other buses within a roughly 10-minute walk consist of Routes 31 and 35 to the north, Route 3 to the east, Route 39 to the south, and Route 29 to the southwest.

Rail access is available for the Metra via a four-minute walk northwest to 35th Street / ‘Lou’ Jones station. The CTA L, meanwhile, can be found for the Red Line via a five-minute walk northwest to the Sox-35th station, as well as for the Green Line via a five-minute walk northeast to 35th-Bronzeville-IIT station.

A swath of green spaces and points of interest line the area, including Stateway Gardens park directly to the southeast, the Chicago Public Library’s “Bee Branch” a two-minute walk east, the Illinois Institute of Technology to the north, and Anderson Park to the southeast.

Just last month, the developer received $6 million in Tax Increment Financing to proceed with the development, which has been reported to cost $43 million for this latest stage. While permits have been issued for the caissons with Walsh Construction as general contractor, a full construction approval is still required by the Chicago City Council. A City Council review is expected for this September, with financing secured by this coming November. A full completion timeline has not yet been announced.
