Finalist Announced For Invest South/West Roseland RFQ

Five teams have been announced as finalists for the multi-site Invest South/West Roseland RFQ. Spread across three-sites along S Michigan Avenue from E 112th Street to the north to roughly E 115th Street to the south, these include a large lot adjacent to the future CTA Red Line station and the Roseland Theater. The RFQ was formally launched last year by the Department of Planning and Development with a different process similar to the recent East Garfield Park RFQ.

Hoping to pull from a new pool of applicants as well as long-time players, this RFQ process will now provide $25,000 to each final team per site to develop their proposals which is normally unpaid. While two of the five teams are bidding for all three-lots, the remaining three are each bidding for one of the sites to be built in phases. With the help of local architecture-firm SmithGroup, the city has developed recommended schemes for each site as a guide.

The following are the bidding teams for each; it is worth noting that while the some developers may have bid on all of the sites they must use a different design team for each proposal:

Site 1 – 11201 S Michigan Avenue – Old Gately’s Peoples Store Site

Located on the corner with E 112th Street and the largest of the three, the vacant lot was once home to the Gately’s People store which burnt down in 2019 after being built over 100 years prior. Now the city is envisioning roughly 11 single-family homes with a rear garage house, joined by a multi-story 53+ unit building with over 12,000 square-feet of ground floor retail space. The bidding teams are:

Developers: Celadon (works on affordable housing), Blackwood Group

Site 2 – 11347 S Michigan Avenue – Roseland Theater Site

The smallest of the three and located at the end of E 113th Street, the city hopes to include the re-use of the existing theater building with its white glazed-brick and green-tile facade built in the 1920’s. For the remainder of the site which is a vacant lot the city is envisioning a large outdoor plaza with seating for a cafe, an outdoor music venue, small parking lot along the rear, and a micro-retail space. The bidding teams are:

Site 3 – 11530 S Michigan Avenue – CTA Red Line Site

The third site is located on the southwestern corner with E 115th Street and sits completely vacant, bound by a privately owned-lot for a future development to the west and the future CTA Red Line and parking lot to the south. Here the city envisions two multi-story buildings with over 100-units with large retail podiums capable of holding a grocery store, these would be joined by a small parklet and green space. The bidding teams are:

One site will be built first while the others will have their winners announced although they are to be built later at an undisclosed time. Now the five teams have already received a fair amount of community input from the RFQ process with their final concept proposals due mid-July, winners are expected to be announced in August of this year and will further engage with neighbors. No construction timeline or full budget has been announced for the RFQ.
