Six residential units have been permitted for a pair of lots in the 2900 block of North Elston Avenue in Avondale. After languishing in the Chicago Data Portal for 609 days, a permit for 2939 North Elston came through on July 2 with a reported cost of $2.6 million. Peegan Development Inc of Oaklawn is the developer and general contractor for the project.

The permit calls for a three-story plus basement structure. All six units will have decks at the front of the building, and an open rear stairway will connect in the back. Six surface parking spaces will be provided at the rear of the property off the alley accessed from West Wellington and North Campbell Avenues. A “proposed excavation” is also mentioned. Robert Lizzo is named as the architect of record.

The two lots include one vacant property and one 1.5-story residential building. That home, denoted as 2939 North Elston in online images, was purchased as 2941 North Elston by Peegan Development for $650,000 back in February 2025. It will require demolition, and there is likely a pending permit to do that, but as has been mentioned, pending demolition permits are no longer searchable in the city’s application status database.

The subject parcel lies dead-center of the 2900 block. Residents will find bus stops two blocks away for the east-west Route 76 Diversey and the north-south 49 and X49 Western Avenue buses. Elevated train availability is not within convenient walking distance, but Blue Line platforms can be reached by connecting from bus routes.
