The Phoenix Moves Forward With Alderwoman Approval In Lake View East

Plans for a new mixed-use development at 3611 North Halsted Street in Lake View East are moving forward, as the local alderwoman has expressed her support. Dubbed The Phoenix, the project will replace a vacant lot just north of the intersection with West Addison Street. Having been announced just over a month ago, it has now received backing from Alderwoman Clay.

The project is being led by the land’s current owner, David Gassmann, who is working with local firm Studio Dwell Architects on its design. The building would rise 12 stories and reach roughly 140 feet in height. It will be anchored by a site-wide, one-story podium containing a split-level, partially sunken parking garage with 77 spaces.

The garage will also house the residential lobby and a 900-square-foot commercial space on the southwest corner, connected to a small outdoor area. This outdoor space will occupy the vacated alley to the south of the building, eliminating the existing curb cut along Halsted. The tower above will be slightly slimmer and centered on the podium.

Inside, the building will contain 188 residential units, consisting of 96 studios, 56 one-bedroom units, and 36 two-bedroom layouts. Of these, 38 will be designated as affordable. The smaller top floor will include a fitness center and amenity space, connected to a large rooftop deck. The building itself will be clad in red brick with inset accents and feature an arched entrance.

The development is expected to cost around $65 million to complete and will now require approval from the plan commission as well as the city council. A groundbreaking is anticipated next year, with the team planning to deliver units in 2027.

  2. Wow, great news.

    But before we celebrate, let’s not forget that mayors for years have vowed to end Aldermanic prerogative and to this day, it is thriving like never before. The “blessing of the Alderman”, as we can see, is still a crucial step for projects like this to move forward.

    So be happy, but for every project like this, there are so many being shot down because of the whims of one person.

    • So you want nothing between a lot and whatever some random builder wants to put up. Please move to Houston.

      • It should be on the city’s planning department that employs people with expertise in various relevant fields etc. rather than a person that could have been a waitress or an executive at Sprint before being elected that have no experience with urban development.

        Aldermanic prerogative is an archaic process that has long outlived its usefulness if it had any from the outset, aside from being a mechanism for corruption to flourish. 50 fiefdoms arbitrarily approving and denying zoning requests based on an individual is ludicrous. The city needs an holistic process that utilizes logic to assess if a project is in the best interests of the city in its entirety, not block by block.

  4. Chicago is in no danger of becoming Houston if aldermanic privilege is eliminated. Unlike Houston, Chicago has decent zoning laws and approval processes. Those against eliminating aldermanic privilege are indifferent to affordability. They have their little piece of real estate and want to roll up the welcome mat for others.
