The City of Chicago has issued a permit to begin construction on a mixed-use building at California and Montrose Avenues in Horner Park. Demolition is complete on the three commercial buildings that used to occupy the site, and now excavators are tearing away at the earth to get foundations started. That will allow work to begin on a four-story structure that will include a Tiny Giants Early Learning Center on the ground floor, 24 residential units on the third and fourth levels, and office space and support services for the school on the second floor.

The permit came through on February 27 for 4340 North California Avenue, and it includes a new general contractor, with LG Group Construction now on the job. It doesn’t address parking for the project, but early details and floor plans by design architect SEEK Design + Architecture included 23 spaces for residents and school staff, but none for students. The permit shows an estimated construction cost of an even $1 million.

The school and apartments are located across the street from Horner Park and its many recreational activities. For transit, the Route 78 CTA bus has stops on the intersection of Montrose and California. Four blocks south at the south end of the park are stops for the Route 80 bus at Irving Park Road. For north/south travel, just over half a mile east are stops for Route 49 and X49 buses at Western Avenue. The Francisco Brown Line elevated train station is just under one-half mile to the northwest.
