A permit was issued on the final day of September to erect a three-story, three-unit residence at 4514 North Central Avenue in the city’s Portage Park neighborhood. The permit came through 203 days after its application start date of March 11 with a reported cost of $300,000. It names the property owner as 4512 Central LLC; 4512 North Central is the address of the home that will be demolished for redevelopment.

Cadetbilt Construction Company, listed using the same address as the LLC, is the general contractor, and Russell Blemker is named as the architect of record. Few specs for the building are detailed, only that it will be fully sprinklered and include a rear deck and stairway. Six surface parking spaces will be added at the back of the lot, and wood fencing will enclose the property.
A permit to tear down 4512 North Central has been pending in the Chicago Data Portal since September 15, though the permit again uses the address 4514 North Central. Real estate records show the LLC closing on the two-unit, 1925-built home in June 2025 at a purchase price of $115,000. Once the permit is issued, Land Enterprises & Development will be the demo contractor.

There is no indication in the permit if the three new units will be offered for sale or as rental apartments, but the presence of six parking spaces indicates these could be large units intended as condominiums. Considering the six-month wait for the permit to come through, it is expected that demolition will begin as soon as the permit is issued, with construction following immediately after.

It’s always shocking to me as an industry outsider on how long it takes to process housing permits. 200 days for a simple three flat. And seems years for a mid rise or more. If the city wants to address the housing issues, is t that a place completely under their control
to start?
This looks like a neighborhood of single family homes and two flats. I can feel the NIMBY rage at how this three flat is too tall and too dense and will cause traffic problems and reduce free street parking and overtax the sewers and cause alley traffic jams and RENTERS!
