A private developer who purchased a property at 2963 North Elston Avenue in Avondale last year received a permit this week to erect a new three-flat on the now-vacant lot. Permission was granted just short of a year after their September 19, 2025 application start date, coming through on 09/15/2026 with a reported cost of $750,000. John Berta of Barrington is named as the architect of record, and G.M.D. general Construction & Remodeling LLC is listed as the general contractor.

The permit calls for a three-story building with a basement and three dwelling units. Steel porches connected by a stairway will be added onto the rear of the structure and a deck and aluminum-framed trellis will adorn the rooftop. A detached two-car garage will be built at the alley in back, accessed from West Wellington Avenue. The permit does not specify if the two structures will be of frame or masonry construction, nor does it mention if the units will be rental apartments or for-sale condos.

Real estate records show the sale of the property in July of last year for $480,000 to Siesta Three, Inc. That entity applied for and received a demolition permit to tear down an 1898-built single-family residence on the lot on August 19, 2025. Mulroy Demolition & Excavation was to be the demo contractor at a reported cost of $17,000. Google Street View’s most recent images show demolition completed, with construction fencing surrounding the lot. It is presumed new construction will begin immediately.
