Site Prep Gets Started For Residential Tower At 410 North Elizabeth In Fulton Market

Just shy of a year after caissons were permitted, and a little more than three months after its tower crane was permitted for the second time, site preparation is underway for 410 North Elizabeth. Some time over the past week or so, new construction fencing has been set up around the perimeter of the lot, and what had been a considerable amount of vegetation has been cleared. The site is now a well-manicured mixture of rock and dirt, ready for caissons to begin.

This is the first of two residential towers Weldon Development Group has planned for the Fulton Market District site, and it is to be a 33-story, 383-unit building. Joining Weldon on the build are general contractor Clark Construction and concrete contractor Adjustable Concrete Construction, and they’ll erect plans drawn up by Archeo Design Studio. The caisson permit’s application start date goes back to May 8, 2024; there was a wait of 414 days before it came through on June 26 of last year. The permit reports a cost of an even one million dollars for caisson work. A tower crane was permitted for this build, hereby designated as the East Tower, back in November 2024. That permit would then disappear from the data portal, and another would pop up in January of this year, becoming official with its issuance on February 19th.

A permit for the foundation and superstructure has been pending since May 28, 2024, and a full building permit hit the portal about six months later on November 7th. However, we will ignore that one, because a new full building permit hit the data portal three months ago, on March 5th. So for those keeping score, we have one caisson permit, one foundation permit, two full permits, and two permits for one tower crane. And that is why we’re so happy to see work get started.

The construction site, purchased by Weldon Development Group in January 2024, is bound to the south by Metra Tracks, to the west by North Ogden Avenue, to the north by another set of Metra tracks, and to the east by North Elizabeth Street. Thanks to those Metra tracks, construction fencing is only necessary along two of the four boundaries. Single-story and two-story buildings that fronted Elizabeth and Ogden were issued two separate demolition permits in June 2024, setting off the wave of double permitting.

The 33-story East Tower will contain 383 rental apartments, with a total of 724 units planned between the two towers. A shared podium will hold 300 parking stalls, about 2,000 square feet of retail space, and storage for 724 bicycles. The towers will utilize a geothermal energy system, which Weldon has detailed on their web page for the development. As of this writing, the website does not include a projected opening for the first apartments. Weldon secured funding to begin construction back in April.
