A trio of permits for the 1000 block of West Jackson Boulevard in the West Loop are a good sign that a construction start could be just around the corner for 1016 West Jackson. A 380-unit apartment tower from Mavrek Development, referenced on their website as 1000 West Jackson, was approved for the site by the Chicago Plan Commission and the City Council back in summer 2024.

We played peek-a-boo with a pending caisson permit for much of 2025, with it disappearing once and returning in July, only to go missing once again in November. But now it’s back in the Chicago Data Portal, and this time it’s accompanied by demolition permits for the five-story building at 1016 West Jackson and the two-story building at 1010 West Jackson. Both of those documents hit the portal on February 25, with the wrecking reviews for each tagged as “incomplete.”
As for the caisson permit, it’s assigned to the address of 1022 West Jackson, and it came back to the portal on March 3 with its affordable housing hold now designated as “released” but with a few other tasks yet to be completed. What we know from that permit so far is that Skender is designated as the general contractor, but no concrete contractor is named as yet. The project is designed by Eckenhoff Saunders.
The 25-story tower is to include units ranging from studio apartments to three-bedroom layouts. The three-level podium will hold 163 parking spaces and 23,000 square feet of retail. Long reported to be an Aldi grocery store, that plan is confirmed by Aldi signage included in the most recent renderings. A new grocery store would be a boon to this area of the West Loop.

Awesome to see this moving forward. More grocery options in this neighborhood will enhance its livability and attract more investment.
I don’t have a problem with this podium. Also, this is a good parking ratio. It may seem high on the surface, but remember that many of these parking spots are probably set adode for Aldi, thus the real parking ratio for residents of the apartment building is going to be even lower
Agree about the grocery store being a good add. However, I don’t agree about the parking ratio and here’s why I think that. Why are we only adding larger groceries stores with parking that encourage driving? The alternative is to have a greater number of smaller grocery stores that are designed for serving a smaller radius of customers who live right around there and will walk. We’re designing our grocery stores in the city like we live in the suburbs and have no other choice but to drive to grocery stores. We don’t.
Small grocery stores suck. We build big grocery stores because small grocery stores don’t have the room for uncommon ingredients. And by “uncommon ingredients”, I mean “more than 3 types of beans”
yea they often do suck and are often very expensive. And West Loop does have some small grocery stores or bodegas. They’re just very expensive and kinda limited with what you can get.
$1 can of beans at aldi will cost like $3 dollars. $2.99 gallon of milk will cost $5. $1.99 dozen eggs will cost $6. $2-3 ketchup costs $5-6.
The reason why larger grocery stores are being built is because the goal of the developer is to fill the spot with a credit worthy tenant that serves the community, and the goal of the grocery store is to provide food, etc to the community all while having enough produce, and making money.
It is not in the agenda of any of these two parties to create a Manhattan-like atmosphere out of thin air when it’s not necessary other than to make a bunch of urban enthusiasts happy.
A larger grocer will have way more produce, way more options, probably have better prices, and will certainly attract drivers. But it will also attract a lot of pedestrians. We don’t need Chicago to pretend to be Manhattan. Let Chicago naturally evolve its own way. And this is how things work in Chicago, I didn’t make the rules….
Even in the most walkable cities, grocery stores still often have notable parking (look at cities in the Netherlands, France, Vancouver and Toronto, etc.). We mustn’t let perfect be the enemy of good. This project is an improvement for the neighborhood.
Hope it gets built, love seeing the construction of an Aldis in conjuction with the tower.
Would love to see this get built! It’s a shame it’s next to a hideous monstrosity of a parking lot and a gas station/car wash that looks like it’s barely survived an earthquake that was exclusively in its property lines, but hopefully this will encourage even greater development on this relatively quiet stretch of Jackson.
NOTE: ALDI and Trader Joe’s are not “large” grocery stores. Yes, they are larger than a corner store, but they are much smaller than a Jewel or Mariano’s. The former chains (which are sister companies) deliberately don’t build mega-stores, making them great retail anchors for moderately-sized projects.
That is an important distinction; Trader Joe’s locations are typically 15k SF and Aldi is not much bigger at 18-20k SF. Meanwhile, a Mariano’s will be pushing 100K SF (although the ones in the city are probably more like 70K).
One correction, however: TJ’s and Aldi are not actually sister companies. This is a common misunderstanding because they are both owned by German companies with Aldi in the name, but Aldi Nord and Aldi Sud are separate entities (they split in the 1960s).
