A groundbreaking has been held for the upcoming redevelopment of the existing bank building at 3959 North Lincoln Avenue in North Center. Sitting on the eastern end of the six-corner intersection with Damen Avenue and Irving Park Road, the project is part of a larger two-building development that has been in the works for a few years. This first phase secured funding over the summer.

Efforts are being led in collaboration by Ravine Park, Orchard Development, and Brinshore Development, with local architecture firm LBBA working on the design. The plans call for the restoration and partial interior demolition of the bank building, along with a large five-story expansion that wraps around both sides and rear of the existing structure.

The main street corner will retain its current retail use, with the rest of the two-story banking hall being turned into a resource center and amenity space. This is because the fully affordable development will serve victims of gender-based violence, along with their families, through on-site therapy, job assistance, and childcare provided by local nonprofit Apna Ghar.

The rest of the ground level will contain a small 18-vehicle parking garage for residents. The floors above will boast 64 units made up of 14 one-bedroom, 36 two-bedroom, and 14 three-bedroom layouts; these will vary from 537 to 1,030 square feet in size. The expansion will be clad in a mix of white brick accented with black and green metal panels.

The $60 million project will become only the second long-term affordable development for survivors of domestic abuse in the state. Construction is expected to take 20 months to complete. Next spring the development team plans to break ground on their second market-rate building across the street at 3950 North Damen, with a similar 20-month timeline.

  1. $64 million for 60 units. For context, units at the Saint Regis are currently going for about the same price.

Every time I see “affordable housing” I cringe before I see the outrageous price tag.

FYI it is $60M for 64 units, so just under a million a piece to build. And these are mostly conversions and 1 beds.

    • The $64 million probably includes the retail and resource spaces.

  2. Where is the $60M coming from? Why is it long term housing rather than providing short to mid-term housing and other stabilization services that allow the victims of domestic abuse and gender-based violence to move back into the community, thus serving more victims over the long-term?

    • Can long term housing not provide the same thing? If not even better because it allows people to actually live amongst a community for a long period and become acclimated back into it?
Sometimes I think you guys just complain for complaining sake
