Tower Crane Permitted For 33-Story Residential Building At 410 North Elizabeth

For the second time in a 14-month span, a tower crane has been permitted to construct the first residential tower of the two proposed at 410 North Elizabeth in the Fulton Market District. Weldon Development Group has approval for 33-story and 31-story structures here, and they received a tower crane permit in December 2024 and a caisson permit in June 2025 to get started on the taller building, but work has yet to kick off.

The first crane permit was reported missing earlier this month, when it was also discovered that a new permit, dated January 26, had hit the Chicago Data Portal to take its place. It moved through the process fairly quickly, graduating from holds by the Department of Planning and Development and the Department of Housing as of February 11, to its approval on the 19th. Foundation/superstructure and full building permits were also added to the data portal in May 2024 and November 2024 respectively, but those too have been removed. It is not known if they’ll re-appear with changes to their original specifications.

Archeo Design Group, who scored a major victory with Thursday’s Chicago Plan Commission approval of 215 North Racine, is the designer behind 410 North Elizabeth. Clark Construction is on board as the general contractor, while Adjustable Concrete handles concrete duties and operates the tower crane. The 33-story East Tower will contain 384 rental apartments, with a total of 724 units planned between the two towers. A shared podium will hold 300 parking stalls, about 2,000 square feet of retail space, and storage for 724 bicycles.

The East Tower is expected to take 20 to 24 months from first shovel to first move-ins. It is likely that the 31-story, 341-unit West Tower, near the Ogden Avenue boundary of the site, will not begin construction until the first tower has been occupied.

While seeing the first permits disappear with no action yet underway on caissons may be disappointing, the fresh permit serves as an indication that this is indeed still an active development, and that it remains on the minds of those involved. So even if we don’t yet know when construction will begin, this still feels like a step forward.

  1. Slowing market creating a drawn-out permit/construction process? Or will the design change perhaps?

    • There can be a variety of things going on with the development team too. It could be anything from a dispute among contractors/subcontractors to changes in financing to a change in “behind the scenes” materials due to construction costs.
