As Bally’s Casino and its conjoined hotel tower continue to grow in River West, so does the formidable list of permits for the sprawling project at the old Chicago Tribune Freedom Center site.
A pending permit to build out the interiors of the seven-story casino and the 34-story hotel hit the Chicago Data Portal on October 28. Two days later, another pending permit hit the portal to allow three tower crane tie-ins. That crane permit was then issued on November 13, and on November 5, a permit was issued for the installation of eight escalators.
Both structures are showing the urgency of their December 2026 openings, as they continue their rapid growth rate. Steel erection for the casino portion has reached the seventh level at the north end of the property, while the sloped roof is prominent along the river.

As for the hotel, the seventh level of concrete is being poured as the tower steps back from the much taller floors in the podium.

What happened to all the green space that was supposed to be provided along the River?
Landscaping follows construction of the buildings.
I am curious when they plan to start rebuilding the river’s edge. That’s going to require some major upgrades and could affect foundation systems.
I’m sure they got a grasp of the process, but does seem concerning to be doing so vertical if a pile driver may be pounding soon.
The river edge is not being changed, there is just a riverwalk between the existing revetment and the buildings as they are being constructed. No new river bank sheet piling is necessary for the amount of riverside green space shown in the renderings.
Renderings are probably not the most flushed and some are showing discrepancies from what’s existing and what’s to come, but assuming the steel remains and the concrete is all that needs removal/pouring, shouldn’t be too detrimental of work. But as rendered, there’s definitely tons of concrete that will need removal and cleaning up.
They are wasting no time on the full build-out so I am sure we will see outside progress soon.
