The Community Development Commission has approved the request to advertise and issue a Request for Proposal (RFP) for the purchase and redevelopment of the properties located at 4300 W Roosevelt Road and 4301 W Fifth Avenue in North Lawndale. These lots are located in the Roosevelt/Cicero TIF Redevelopment Project Area, a 531-acre site characterized by industrial buildings and vacant industrial land.
4301 W Fifth Avenue is the northern property and yields 420,900 square feet, making up 9.7 acres, while the south property, aka 4300 W Roosevelt Road, spans 484,700 square feet making up 11.1 acres. In total, the properties are just under 1 million square feet, encompassing approximately 21 acres.
The two lots are currently part of two planned developments with underlying zoning of M2-2 (Light Industry District) for the north property and C3-1 (Commercial, Manufacturing, and Employment District) zoning for the southern property.
There are a total of 25 land parcels, with three on the northern property and 22 on the southern property. A previous agreement for the property with a developer fell through, and the Alderman would like to issue this RFP to redevelop the site.
The Department of Planning and Development (DPD) is reportedly working with architects from the Illinois Institute of Technology to prepare materials for the RFP. During the presentation, the Eastern Market in Detroit was used as a schematic for the design concept, but won’t be used in the RFP document.
The development is open to a mix of industrial and commercial uses and the parcel could potentially be divided into multiple projects. An element of the RFP includes the question of how the developer would coordinate with others if they only use a portion of the site.
Zoned for commercial and industrial uses, the site is adjacent to residential properties which will warrant careful consideration of the layout when considering the inclusion of industrial uses.
With approval of the RFP issuance, DPD will prepare the final document and open it to developers and architects. No timeline for the RFP and possible developments have been announced.
