Vacant Jackson Boulevard Lot In East Garfield Park Gets Permission For Three-Flat

A permit issued by the city on February 26 allows for the construction of a three-flat residence at 3004 West Jackson Boulevard in East Garfield Park. The application from developer Rattigan Construction LLC of Chicago Ridge is dated January 21, 2026, and it came through with a reported cost of $750,000. Rattigan will do the general contracting work themselves.

The permit calls for a three-story building designed by Pavlovcik Architecture. Details include rear porches at all three levels connected by a stairway, a metal fence at the front of the property, and six-foot-high fencing around the sides and rear. A concrete parking pad off the alley in the back of the lot will accommodate three cars.

The subject parcel is a vacant lot just off the intersection with South Sacramento Boulevard. The two lots on the corner are used for parking, while the lot to the west holds a vintage 1898 greystone residential building.

Residents of 3004 West Jackson will find stops for the CTA’s #126 bus right outside their door on the Jackson/Sacramento intersection. For north-south travel, Route 94 buses stop two blocks east at South California Avenue, and #52 buses stop two blocks west at South Kedzie Avenue. The Kedzie-Homan Blue Line platform is located about half a mile southwest; the Route 52 bus stops in front of the platform entrance.

    I’m glad to see they are building in this area, on vacant property and are not tearing down that greystone building. Perhaps sometime in the future that building can be restored to its former glory. We can only hope.

  3. Is this just the parcel with a PIN ending in 048? Or does it include the two corner lots too? It would be nice to get rid of that parking.

      Zoning site shows 3004 as the middle of those three lots. PIN #: 1613115049, if I’m looking at the right thing. I’m not up on zoning. There are no pending permits for 3000, 3002, or 3006.

  4. Would love someone to do an analysis of how many vacant lots there are still in this area, how many are being developed, and how much housing could be provided if the rest were as well. Seen a lot of small lots like this announce 2 and 3 flats and its great to see.
