A permit issued by the City of Chicago on August 27 allows a Lombard developer to construct the first of two planned two-flat residential buildings on South Kolin Avenue in North Lawndale. Lashley Construction Group will start with 1321 South Kolin, for which an application was filed on July 5 of this year. Next door, an application for 1317 South Kolin was filed two weeks prior, on June 21. The first permit comes through with a reported cost of $250,000.
The two permits call for the same specs, with Lashley Construction doing their own general contracting work using plans created by architect of record Grand Designs LLC of Oak Park. The two-story frame buildings will each hold two units, specified in the permits as apartments, with open metal stairways at the front and rear. Each lot will add a detached two-car garage at the alley in back.

The subject parcels are currently vacant. Demolitions were ordered by the city in December 2014 to tear down side-by-side three-story masonry buildings at 1317 and 1319 South Kolin, both of which appear boarded up in early Street View images. A permit issued in 2009 allowed the replacement of windows and doors throughout the building at 1319, but it is unclear in later images if the building was ever reinhabited, with several of those new windows broken. An October 2014 image shows both properties clearly vacant, with the Red X of Doom marking 1317. The demolition permits refer to both structures as single-family residences, though they appeared to be three-flats.

Residents of the four new units will live within convenient walking distance of east-west CTA bus service via Route 12 along Roosevelt Road to the north and Route 18 to the south at West 16th Street. A half-mile walk east to South Pulaski Road leads to north-south Route 53 buses, which can be used to connect with the Pulaski platforms for the Blue Line to the north or the Pink Line to the south.
